Red river Water resources development planning control covered 5 aspects, i.e., flood control, water supply and drainage, navigation, and mainstream cascade exploitation. So far, structures have been built, notably Hoa Binh hydropower plant.
In the South just after Liberation and unification of the country, four water resources planning teams were established. Their responsibilities were to carry out water resources investigation, planning and designing in the Mid Central, Central Highlands, Northeast and Mekong delta. After a short time of preparation, orientation on water resources planning for those regions were completed, many structures were realized and have importantly contributed to the national economy. They are Dau Tieng, Tri An, Phu Ninh, Thac Mo reservoirs, Hong Ngu, Quan Lo – Phung Hiep canals, etc. On the other hand, the Institute has assisted Cambodia in carrying out Vai Co river water planning, and Laos in formulating water resources development plan for Vientiane, Champasac, Khamuon, Savanakhet plains, etc.
Introduction and application of new, advanced techniques and technologies constitute an important activity to improve its capacity, expertise and product quality in water resources development planning. The Institute also plays leading role in state-level scientific studies such as studies code numbers 06-03 (1981-1985), 06-02 (1985-1991) on baseline surveys; KC12 program (1991-1995) on nationwide water resource balance and effective utilization; program on salinity intrusion in Mekong Delta; research into global climate changes, etc and many other state and ministry level studies such as those on wetlands, flood drainage in Mekong Delta (06A.03.05); scientific bases of Day river flood diversion capacity (1996-1998); improvement of water balance calculation techniques in water resources development planning (1998-2000). Notably 2 research programs carried out by the Institute were proposed by the Sectoral Scientific and Technical Reward Council for the Ho Chi Minh Award and State Award in 2002.
The researches into flood recognizing technology and improvement of optimal operation procedure for Hoa Binh reservoir were also proposed for the National Award.
The research into establishment and improvement of hydraulic models in designing water resources development and management projects in Viet Nam was proposed for the Ho Chi Minh Award.
II – IN PERIODS 1995-2000
Every year, the Institute carries out about 30-40 water resources design and planning projects in the country and oversea.
In 1995-1996: 29 projects were implemented
In 1996-1997: 31 projects were implemented
In 1997-1998: 40 projects were implemented
In 1998-1999: 37 projects were implemented
In 1999-2000: 42 projects were implemented
Including 10-15 projects completed in a year-time and 25-30 projects proposed for inclusion in the pre-investment stage.
Beside, the Institute also prepares feasibility studies for about 60 projects including projects of regional strategic importance such as complement and finalization of Hong Ngu canal study (Plain of Reeds), Western Hau river canal systems.
The Institute have completed preparation of water resources development strategy serving socio-economic development for the periods 1996-2000 and 2000 and forwards as bases for orientation for sectoral investments.
Preparing water resources development planning or finalizing existing water resources planning for river basins.
- Flood control planning for the Red River Delta and lower Thai Binh (1995-2000)
- Flood control planning for the Mekong Delta (1996-1999)
- Dong Nai river basin master plan (1995-1996)
- Comprehensive water resources planning for 9 river basins, i.e., Bang Giang, Ky Cung, Vu Gia, Thu Bon, Ca, Ma, Nghen, Ba, Sesan, Srepok.
- Orientations for flood control planning in Central Region (for river basins from Thanh Hoa southward to Binh Thuan) 1995-2000
- Detailed water resources design for river basins including Cau, upper Day, Chau, Tich and Ngu huyen Khe... in Red River Delta, Nghen, Hoat, Chu, Gianh, Nhat Le, Ben Hai, Vinh Phuoc, Cai Nha Trang... in the Central region.
Formulating water resources planning and design for important regions
The Institute had and has been preparing detailed planning for regions and provinces such as Hanoi, Bac Can, Lai Chau, Lang Son, Gia Lai, Dak Lak, western Hau river, Dong Thap, Tien Giang, An Giang, Hau Giang, the interbedded areas between east and west Vam Co rivers and their surrounding areas, Plain of Reeds, Triangle industrial zone near Road 18, HCMC-Bien Hoa-Ba Ria triangle industrial zone, south Nguyen Van Tiep area, etc.
The Institute had and has been carrying out water balance and water supply planning for domestic and industrial areas of Tinh Gia, Thanh Hoa, water balance for Mekong Delta serving Mekong river basin water resources development strategy, water balance for the Central region, water supply planning for Ha Long city, for North Hanoi export processing zone; and flood control planning for Huong river and Hue city.
Studying into impacts on water quality environment and climate
All planning projects prepared have separate working papers on environment impact assessments of structures proposed in study areas with focus on water quality assessment and protection measure proposal.
III- From 2000 to date
The Institute continues realizing its mandate of preparing water resources development and protection planning serving socio-economic development.
1. To arrange implementation of water resources investigation, planning and designing projects including:
a. Projects: water resources master plans for river basins and whole country
+ Integrated water resources planning for river basins or economic regions
+ Domestic, industrial and agricultural water supply, drainage planning
+ Flood control planning
+ Hydropower development planning
b. Projects on environmental and water quality survey and treatment
c. Projects assigned by the Minister on international rivers
Those planning projects are implemented in accordance with Decree No. 177-CP dated 20/10/1994 by the Government and with regulations by the Ministry.
2. To guide and assist localities and sectors in preparing water resources planning and designing projects in localities and specific sectors, to take part and coordinate with sectors in formulating socio-economic development planning for regions in order to ensure the planning consistency in conformity with the national socio-economic development.
3. To supervise implementation of approved planning aiming to find out deficiencies and constraints for further improvement, update and finalization of those plannings.
4. To study into and regularly update development plan of rivers, to update water balance calculations in order to advise the Ministry in giving decisions on water resources exploitation licensing (surface and groundwater) in river basins and regions of the country.
5. To carry out appraisal of water resources planning projects prepared by localities, sectors, ministries and other agencies in accordance with Decision No. 732-QD/TCCB-LD by Minister of Water Resources (current Ministry of Agriculture and Rural Development). The Institute is assigned by the Ministry to participate in appraisal and approval of nationwide water related projects prepared by other sectors.
6. To take part in preparing the water resources development strategy as assigned by the Ministry.
7. To study into and formulate operation procedures for large-scale projects, to collaborate with Department for Flood Control and Dike Management in assisting the Ministry directing regulation operation serving flood control requirements, to cooperate with Department of Irrigation in water resources management, and hydraulic work exploitation and protection those are closely related to water resources planning, environment treatment and water quality.
8. To assess water quality for domestic and industrial purposes, to monitor and assess water pollution in river basins, reservoirs, coasts, islands, waterlogging, swamps, to forecast water pollution spreading in favor of planning studies by the Institute.
9. To assess and predict impacts of existing and proposed hydraulic works on local environment and ecology.
10. To arrange implementation of baseline surveys serving preparation of water resources planning and protection, i.e.,
- Topography, geology, surface and groundwater hydrology
- Water quality and environment
- Socio-economy
11. To draw experiences from water resources planning, design and in water protection, pollution prevention, standard formulation and methodology and designing costs as well, to realize technology transfer, to equip with modern research facilities in order to enhance efficiency and quality of water resources planning, to guide localities in implementation.
12. To organize and take part in water-related research programs, theses at different levels, to train, improve and enhance capacity, strengthen staff skills in the domain.
13. To implement international cooperation tasks in water resources planning, water environment and quality in conformity to prevailing regulations by the State and Ministry.
